Crawl Space Permits in Metro Atlanta: Who Issues Yours

Short answer

In Metro Atlanta, crawl space work that touches floor joists, girders, sill plates or foundation piers requires a residential building permit and a framing inspection. Encapsulation, vapor barrier installation, insulation and cleanout generally do not require a building permit, but adding a dedicated dehumidifier or sump pump circuit requires an electrical permit, and exterior drainage excavation can trigger a land disturbance permit.

The permit test: is the work structural?

What we found

Structural crawl space work needs a permit in all 20 jurisdictions. In 5 of them, your mailing address will not tell you which office to file with.

Marietta, Kennesaw, Douglasville, Chamblee and Stone Mountain all have addresses whose postal city differs from the permitting authority, because of unincorporated county pockets or recent annexations. A further five cities incorporated between 2005 and 2022, so any permit history predating incorporation sits with Fulton, DeKalb, Gwinnett or Cobb County rather than the city. Between the two lists, half the jurisdictions on this map have a filing trap in them.

Method: We recorded the permit authority, department, address, filing portal and local quirk for each of the 20 cities served, verified against each jurisdiction website in August 2026, then counted the jurisdictional mismatches.

The four traps that cost homeowners time

1. Your mailing address is not your jurisdiction

This is the single most common delay in Metro Atlanta crawl space permitting. Large parts of the 30062, 30066 and 30068 zip codes carry a Marietta mailing address and are unincorporated Cobb County, permitting through Cobb Community Development rather than City of Marietta Development Services. Kennesaw has the same problem in 30144 and 30152, and Douglasville has it across 30134 and 30135. Verify by parcel, not by mail.

2. Mableton changed hands in March 2025

Mableton incorporated in 2022 and assumed all zoning and plan review services inside its city limits on March 3, 2025. Permits now go through the city's Cloudpermit portal at 6116 Mableton Parkway rather than through Cobb County. Contractors who last worked in Mableton before that date routinely still file with the county, which costs a week. Cobb County Water and Fire approvals are still required on new construction.

3. Several cities changed permitting software recently

Dunwoody moved to CentralSquare in August 2025, replacing iWorQ, and not all prior records carried across. Peachtree Corners moved to BS&A cloud permitting on September 22, 2025. Smyrna is online-only through its OpenGov portal and no longer accepts walk-in submittals at City Hall. In each case a contractor with a dormant account has an administrative step to complete before your inspection can be scheduled.

4. New cities mean split permit history

If you are researching whether a previous owner permitted foundation work, the date matters as much as the address. Sandy Springs incorporated in 2005, Brookhaven and Peachtree Corners in 2012, Tucker in 2016, Mableton in 2022. Work permitted before those dates sits with Fulton, DeKalb, Gwinnett or Cobb County records rather than with the city. This catches buyers and sellers constantly.

Historic districts and tree ordinances

Two local overlays regularly affect crawl space projects beyond the base permit.

  • Atlanta's Urban Design Commission reviews exterior changes visible from the street in the Grant Park, Inman Park, Druid Hills and West End historic districts, which includes replacement foundation vents, skirting and relocated crawl space access doors.
  • Roswell's Historic Preservation Commission reviews the same class of visible exterior change in the mill village and along the Canton Street corridor before the building permit is released.
  • Decatur's tree protection ordinance requires arborist review for excavation inside the critical root zone of a protected tree, which affects exterior drainage projects and frequently pushes the technical solution to an interior system.
  • Acworth lakefront parcels near Lake Acworth and Lake Allatoona can fall inside U.S. Army Corps of Engineers shoreline management boundaries, which restrict excavation and grading near the water line.

Why an unpermitted structural repair costs you later

Unpermitted structural work under a house consistently surfaces during a home sale, when a buyer's inspector documents framing repairs with no corresponding permit record. Resolving it retroactively is more expensive and slower than permitting it in the first place, and in a negotiation it hands the buyer an open-ended number. If a contractor proposes structural crawl space work without a permit, that is the whole review you need of that contractor.

Frequently Asked Questions

Do I need a permit to encapsulate my crawl space in Metro Atlanta?

Not for the encapsulation itself. Installing a liner, sealing foundation vents and air sealing the rim joist are not permitted work in the jurisdictions covered here. You do need an electrical permit for the dedicated dehumidifier circuit, and if the project includes structural repair or exterior drainage excavation, those carry their own permit requirements.

Does floor joist repair require a permit in Georgia?

Yes, in every Metro Atlanta jurisdiction. Joist, girder, sill plate and pier work is structural, requires a residential building permit, and carries a framing inspection. This applies whether the work is sistering a single joist or rebuilding a bearing point. The permit fee and inspection typically add $120 to $450 to a project.

Who pulls the permit, me or the contractor?

The contractor should, and several jurisdictions require a licensed contractor on record for structural residential alterations. Georgia requires contractor licensing for construction work above $2,500 in value through the Secretary of State's licensing board. A contractor asking you to pull an owner-builder permit for structural work is asking you to carry their liability.

How do I check if past crawl space work on my house was permitted?

Request permit history from the jurisdiction that had authority at the time the work was done, which may not be the jurisdiction that has it now. City of Atlanta records run through the Office of Buildings and Accela. For homes in Sandy Springs, Brookhaven, Peachtree Corners, Tucker or Mableton, work predating incorporation is held by the county rather than the city.

Does exterior drainage need a land disturbance permit?

It depends on the jurisdiction and the area disturbed. Norcross specifically requires all building and land disturbance permits to be submitted through its online plan submittal portal, so a French drain project there has a different permit path than an interior-only repair. Other cities set a disturbed-area threshold. Interior perimeter drainage inside the crawl space generally avoids the land disturbance question entirely, which is one reason it is often the cleaner solution.
